Social Landlord staff, charged with managing rent arrears, have a daily struggle trying to ensure rent arrears levels are controlled, especially in the current economic climate when tenants who previously paid their rent faithfully from earnings/pensions now appear to be struggling financially.
Housing officers anxious to sustain each tenancy have to juggle with the multiple debt problems of tenants and become, in some cases the tenant's advocate, dealing with DWP staff, and Housing Benefit sections frequently controlled by finance department focused on controlling costs. The HB scheme is more complex now than it has ever been, yet specialist training is low priority, causing greater degree of misunderstanding and mistakes.
This course will examine the causes of arrears, and promote an interventionist approach, and strategy designed to prevent arrears, advocate on behalf of tenants, and deal effectively with arrears repayment arrangements and monitoring of these to minimise the need for legal action.
