Housing Benefit is an area of law that probably rears its head only very occasionally in your everyday business. However, as it's administered by councils, and accounts for some £20 Billion in expenditure, perhaps it's not surprising disputes over eligibility, levels of awards, methods of payment etc are quite commonplace. Nowadays claimants, and landlords, frequently pursue disputes to First-tier tribunals, and from there can appeal, on a point of law, to the new Upper-tier body.
As a result of appealing to these tribunals, and referring complaints of mal-administration to Local Government and Public Sector Ombudsman, many are now managing to achieve financial redress. Actions suing for debt, associated with entitlement, and either late or non payment, to 'persons affected' have risen considerably.
